DP Singla

Dr. DP Singla joined DEQ as the Chief Financial Officer in February 2023. He leads the financial oversight responsibilities of the agency and sets the tone for DEQ’s ability to sustainably achieve its environmental mission and competitively advance its innovation approaches to economic viability for the State. He leads the Financial Services Division providing executive direction, management, and supervision to include accounting, budget, cash management, federal grant, finance, purchasing / contract management, and financial reporting for DEQ.

DP started his professional career in 1995 as the Certified Novell Engineer / Microsoft Certified Professional and later turned into the business and financial world. He has over 25 years of experience in public and private sector and has earned a PhD in Business Administration (Major: Advanced Accounting), MBA (Major: Business Administration), MS (Major: Manufacturing Engineering), and BE (Major: Electrical Engineering).

In addition, DP holds the North Carolina Certified Public Manager® (CPM) and the Certified Federal Contracts Manager certifications. In past, he has been a member of Institute of Internal Auditors', National Contract Management Association, and the North Carolina Society of Certified Public Managers®.
