Noreen Elnady serves as Special Assistant to the Secretary at the North Carolina Department of Environmental Quality (DEQ), advising and supporting the Secretary on executive operations.
Prior to joining the Secretary’s office, Noreen worked briefly as a Program Analyst at DEQ, where she helped develop Hurricane Helene recovery grant programs. Earlier in her career, she served in the North Carolina General Assembly as a Legislative Assistant, advising members on policy and managing office operations. She also worked as a Campaign Manager for multiple candidates, leading successful campaign efforts in competitive races.
Noreen holds a B.A. in Political Science and International Studies from Meredith College and is based in Raleigh.
