To better equip the state and its communities to manage current and future flood risk, the North Carolina General Assembly passed Section 5.9(c) of Session Law 2021-180 in 2021, which directed the North Carolina Department of Environmental Quality (NCDEQ) Division of Mitigation Services (DMS) to develop the North Carolina Flood Resiliency Blueprint (Blueprint).

No later than September 1, 2023, the Department of Environmental Quality shall develop a plan for submittal to USEPA that eliminates any program redundancies between the State's Sedimentation Pollution Control Act of 1973 (Act), and its implementation of requirements for stormwater discharges from construction activities set forth under the 2022 Clean Water Act National Pollution Discharge Elimination System (NPDES) general permit for stormwater discharges from construction activities (Construction Permit), 87 Federal Register 3522, through NPDES General Permit NCG010000 (NCG01).

Each year, the North Carolina Department of Environmental Quality/Division of Marine Fisheries (NCDMF) and the North Carolina Wildlife Resources Commission (NCWRC) are required to report to the Joint Legislative Oversight Committee on Agriculture and Natural and Economic Resources on mandatory reporting of the harvest of certain fisheries. The following report covers activities from May 1, 2025, through April 30, 2026.

This report is submitted to meet the requirements of Session Law 2021-180 Section 40.7(d), as amended by SL 2022-43 Sec. 2 and SL 2024-32 Sec. 5.2, which requires the Department of Environmental Quality (DEQ) to report on expenditures of funds authorized for stream debris removal and other flood mitigation strategies throughout the state.
