As part of the public comment period for proposed amendments to state stormwater management rules, a series of three public hearings will be held in March at locations across the state. This package of rules has been proposed by the Environmental Management Commission to meet the requirements of G.S. 150B-21.3A “Periodic Review and Expiration of Existing Rules” and Session Law 2013-82 “Fast-Track Permitting for Stormwater Management Systems.”

The N.C. Department of Environmental Quality has proposed risk classifications for the coal ash impoundments at Duke Energy facilities statewide. This public meeting is being held to obtain community feedback on the proposed classification for the impoundment at the Belews Creek Steam Station. Speaker registration begins at 5 p.m. The meeting begins at 6 p.m.

Duke Energy Progress, Inc., 526 South St., Charlotte, N.C., has applied for a NPDES stormwater permit to discharge stormwater from the Cape Fear Steam Electric Plant, 500 CP&L Rd., Moncure, N.C., Chatham County. The facility discharges to Shaddox Creek and the Cape Fear River in the Cape Fear River basin. This public hearing is being held to receive community feedback on the facility's draft NPDES stormwater permit.

Duke Energy Carolinas LLC, P.O. Box 1006, Charlotte, N.C., has applied for a NPDES stormwater permit to discharge stormwater from the Asheville Steam Electric Plant, 200 CP&L Dr., Arden, N.C., Buncombe County. The facility discharges to Lake Julian and an unnamed tributary to Powell Creek in the French Broad River basin. This public hearing is being held to receive community feedback on the facility's draft NPDES stormwater permit.

RALEIGH - State environmental regulators have scheduled a public hearing for March 3 on a permit for controlling potential air emissions from a proposed asphalt plant in Watauga County.

Maymead Materials Inc. - 421 Recycling Yard has applied for a permit to build and operate an asphalt plant on 5251 US Highway 421 South outside of Boone, NC. The permit deals with the control of particulate matter, sulfur dioxide and other air emissions from the proposed plant.

The N.C. Coastal Resources Commission will hold public hearings in each of North Carolina’s eight oceanfront counties to gather comments on a proposal to change the formula used to calculate the width of the Ocean Erodible Area of Environmental Concern.
