To better equip the state and its communities to manage current and future flood risk, the North Carolina General Assembly passed Section 5.9(c) of Session Law 2021-180 in 2021, which directed the North Carolina Department of Environmental Quality (NCDEQ) Division of Mitigation Services (DMS) to develop the North Carolina Flood Resiliency Blueprint (Blueprint).
