Notice of approved changes to the North Carolina Coastal Management Program pursuant to
the National Oceanic and Atmospheric Administration (NOAA) Coastal Zone Management Act (CZMA)
Pursuant to 15 CFR 923, The North Carolina Department of Environmental Quality, Division of Coastal Management, hereby gives notice that NOAA concurred with the Program Change to allow the repair or rebuilding of docks, piers, and walkways damaged by natural forces, fire, or wear without a Coastal Area Management Act (CAMA) permit and allowances for the establishment of measurement lines for dune-building projects to determine setbacks for local governments that have received terminal groin permits.
The changes were submitted to NOAA for approval on January 9, 2025.
As of the date of NOAA’s decision letter, the enforceable policies identified in the Table of Approved Changes are applicable when reviewing federal actions pursuant to the federal consistency requirements of the CZMA and its implementing regulations at 15 CFR part 930.
NOAA’s approval is subject to the standard qualifications outlined in its decision letter.
This notice is being provided in accordance with NOAA regulations requiring the state to provide public notice of the Office for Coastal Management’s decision.
