The North Carolina Department of Environmental Quality, Division of Coastal Management (DCM) hereby gives notice that public review and comment is invited on the below proposed federal action.
The U.S. Army Corps of Engineers, Wilmington District, has prepared a federal consistency determination for the Draft EIS associated with the proposed Wilmington Harbor 403 Navigation Project. The Draft EIS evaluates the potential environmental, social, and economic impacts of the proposed project and alternatives in accordance with the National Environmental Policy Act (NEPA). The project would deepen and widen portions of the Wilmington Harbor navigation channel to improve efficiency and accommodate larger vessels.
The State’s review of the submitted federal consistency determination request will determine if the proposed project in Perquimans County is consistent with the enforceable policies of North Carolina’s Coastal Management Program.

DCM will also be hosting an in-person, public hearing on November 17, 2025 from 5:30 p.m. to 7:30 p.m. to hear and record any additional public comments. The address is:

Please put “Federal Consistency: USACE Wilmington Harbor 403 Navigation Project” in the subject line. All comments will be considered in developing the state’s consistency response.
