Notice of Federal Consistency Review: USFWS Lake Mattamuskeet Canal Project 

The North Carolina Department of Environmental Quality, Division of Coastal Management (DCM) hereby gives notice that public review and comment is invited on the below proposed federal action.

To ensure compliance with the Coastal Zone Management Act, the USFWS is requesting concurrence with a Federal Consistency Determination for a proposal to dredge the Central Canal on the Refuge property to a depth consistent with previous maintenance activities (approximately 6 feet deep). The dredge material is proposed to be placed within Refuge Lands on the Confined Disposal Facility (CDF- uplands) and the Managed Impoundment 6 (MI-6-man created impoundment). 

The State’s review of the submitted federal consistency determination request will determine if the proposed project in Hyde County is consistent with the enforceable policies of North Carolina’s Coastal Management Program.

Please submit written comments by March 20, 2026 to Federal Consistency Coordinator, 400 Commerce Avenue, Morehead City, NC 28557, or by email to Federalconsistencycomments@deq.nc.gov.  Please put “Federal Consistency: USFWS Lake Mattamuskeet” in the subject line. 

All comments will be considered in developing the state’s consistency response. Notice of the decision regarding this matter will be provided upon request.
