Notice of Intent to Issue an NPDES Wastewater Permit No. NC0007510 – Columbia WTP The North Carolina Environmental Management Commission proposes to issue an NPDES wastewater discharge permit to the person(s) listed below. Written comments regarding the proposed permit will be accepted until 30 days after the publication date of this notice. The Director of the NC Division of Water Resources (DWR) may hold a public hearing should there be a significant degree of public interest. Please mail comments and/or information requests to DWR at the above address. Additionally, interested persons may visit DWR at 512 N. Salisbury Street, Raleigh, NC 27604 to review information on file. The Town of Columbia has applied to renew NPDES Permit No. NC0007510 for the Columbia WTP, located at 606 N. Light Street in Tyrrell County. This facility discharges to an unnamed tributary to Scuppernong Creek in the Pasquotank River Basin. Currently, Total Chloride, Total Copper, Total Zinc, and Total Residual Chlorine are water quality limited. This discharge may affect future wasteload allocations in this portion of Scuppernong Creek. (Public Notice is scheduled to be published in Coastland Times on 4/26/26.)
