NOTICE OF PUBLIC HEARING
PUBLIC NOTICE is hereby given that the North Carolina Department of Environmental Quality’s Division of Water Resources will hold a public hearing from 6 p.m. to 8 p.m. on October 20, 2026, for National Pollutant Discharge Elimination System (NPDES) Wastewater Discharge Permit #NC0090344. The purpose of the hearing is to give the opportunity to comment on the draft NPDES permit due to 15A NCAC 02B .0225(c)(2) and 15A NCAC 02B .0225(d)(7) (D). All comments will be considered in the final determination regarding permit issuance and permit provisions.

PERMIT APPLICATION
The North Carolina Environmental Management Commission proposes to issue an NPDES wastewater discharge permit. Bogue Banks Water Corporation applied for a new NPDES Permit NC0090344 Bogue Banks Water Corporation RO WTP II (7412 Emerald Drive, Emerald Isle, NC 28594) in Carteret County. This facility will discharge into Bogue Sound (including intracoastal waterway) in the White Oak River Basin (SA; ORW). Currently, no parameters are water quality limited. This discharge may affect future wasteload allocations in Bogue Sound.

The draft wastewater permit and related documents are available online
at: https://deq.nc.gov/public-notices-hearings. Printed copies of the draft permit and related documents may be reviewed at the department’s Wilmington Regional Office (127 Cardinal Drive Ext., Wilmington, NC 28405). To make an appointment to review the documents, please call 910-350-2004, and ask for a Water Quality Regional Operations Supervisor. File materials may not be removed from any DWR office; copy machines are available for use upon payment of the cost thereof to DWR pursuant to G.S. 132-6.2.
Public comments on the draft permit may be mailed to: NPDES Wastewater Permitting, Attn: Bogue Banks Water Corporation RO WTP II Permit, 1617 Mail Service Center, Raleigh, N.C., 27699-1617, and must be postmarked no later than November 4, 2026. Public comments may also be submitted by email to: publiccomments@deq.nc.gov. Please include “Bogue Banks RO WTP II” in the email subject line. Comments submitted by email will be accepted until 5 p.m. on November 4, 2026.
