Public Comment Period for draft Solid Waste Permit No. 9001-CDLF-1998 -Union County Construction and Demolition Debris Landfill

The N.C. Department of Environmental Quality’s Solid Waste Section has prepared draft Solid Waste Permit No. 9001-CDLF-1998 that would approve a horizontal and vertical expansion to the Union County Construction and Demolition Debris Landfill (CDLF).

The landfill currently receives and disposes of construction and demolition debris (C&D) solid waste on top of a closed municipal solid waste landfill (MSWLF).  The existing C&D landfill comprises approximately 26.5 acres and the expansion would add approximately 28.3 acres of disposal area for a total of 57.5 acres.  However, the majority of the expansion is over the top of the closed MSWLF with 9 acres, approximately, over green space.  The capacity would increase from approximately 1.67 million cubic yards to 4.77 million total cubic yards. The disposal rate is increasing from 25,000 tons per year to 107,250 tons per year.

In accordance with North Carolina General Statute 130A-294(a3)(1)(b) and (c), a proposed increase of 10 percent or more of a landfill’s capacity, and an expansion to the disposal boundaries, requires a new permit.  This permit action would not change the landfill property boundaries, waste types or the service area.

Public Comment Period

A 45-day public comment period regarding this draft permit begins March 18, 2024, and ends at 5 p.m. on May 2, 2024.  Comments should be submitted in writing to Allen Gaither, by email at allen.gaither@deq.nc.gov, or by mail at the following address.

Public Hearing

A public hearing is scheduled for April 3, 2024, at 6:00 p.m. at the Union County Government Center, 500 North Main Street, Monroe, North Carolina, Board of Commissioners Meeting Room, 1st Floor.  The administrative record, including the factsheet, draft permit, and permit application, may be reviewed by appointment between 9 a.m.- 4 p.m., Monday-Friday at the Department of Environmental Quality Asheville Regional Office, 2090 US Highway 70, Swannanoa, or can be viewed online.

All comments received within the 45-day period will be considered prior to the final determination to approve or disapprove the application.
