Purpose: To receive comments on the proposed adoption of 15A NCAC 02Q .0114, Activities Allowed Prior to Permit Issuance, and amendments to 15A NCAC 02Q .0501, Purpose of Section and Requirement for a Permit, and 15A NCAC 02Q, .0507, Application. Also, to receive comment on the accompanying regulatory impact analysis (RIA) for the proposed rule actions.
