Preliminary Determination Regarding Approval Of Air Permit Applications For:

Amazon Data Services, Inc. - Energy Way Tech Campus
&
Duke Energy Progress, LLC – Richmond County Turbines

The above-named facilities have applied to the North Carolina Department of Environmental Quality, Division of Air Quality for construction of the Amazon Data Center and improvements at the Duke Energy facility in support of the Amazon Data Center at the following addresses, respectively:

These applications were reviewed by the Division of Air Quality, Raleigh Central Office to determine compliance with the requirements of the North Carolina Environment Management Commission’s air pollution regulations. The results of these reviews led to the preliminary determination that these applications could be approved and Division of Air Quality permits could be issued, if certain permit conditions are met.

This notice serves as a Notice of Public Hearing and Opportunity for Public Comment for these proposals. The Public hearing will be held at the Old Richmond County Courthouse, Courtroom A, 114 East Franklin Street, Rockingham, NC 28379 on July 30, 2026 at 6 pm.

A copy of all data and the application submitted by Amazon Data Services, Inc. - Energy Way Tech Campus and Duke Energy Progress, LLC – Richmond County Turbines and other material used by the Division of Air Quality in making this preliminary determination are available for public inspection during normal business hours at the following locations:

Interested persons are invited to review these materials and submit written comments to the above address or to present oral or written comments at the Public Hearing. Persons wishing to present oral comments at the hearing should prepare their presentation to be three minutes or less.

You may also leave a voicemail comment at 919-707-8726. In your comment, please identify which draft permit (Amazon, Duke Energy, or both) you are commenting on. Comments will be accepted until Friday, July 31, 2026.
