NOTIFICATION OF INTENT TO ISSUE A CONSENT ORDER
Public notice of intent to issue a State Consent Order to the following:
Sampson County Disposal, LLC. (3301 Benson Dr, Suite 601, Raleigh, NC 27609)
has requested Special Order by Consent No. S25-002 for the Sampson
County Landfill. The Sampson County Landfill is proposing to install a
new treatment system to treat PFAS contamination in its Gravity
Groundwater Intercept System before that water is discharged to Little
Coharie Creek and Bearskin Swamp in the Cape Fear River Basin.
The Environmental Management Commission proposes to issue the Order per
Article 21 of Chapter 143, N.C. General Statutes, and other regulations
effective November 15, 2025.
Compliance with this Order will require the Sampson County Landfill to complete
installation and operational startup of a groundwater remediation
treatment system, reduce PFAS discharge levels by 90%, and to submit a
NPDES application to the Division of Water Resources. This Order will
expire on December 15, 2028.

Comments on the proposed Order received no later than 30 days after the
publish date of this notice will be considered in the final
determination. A public meeting may be held if there is a significant
degree of public interest.
