NOTIFICATION OF INTENT TO ISSUE A CONSENT ORDER

Public notice of intent to issue a State Consent Order to the following:

The Town of St. Pauls (P.O. Box 364, St. Pauls, NC 28384-0364) has requested an amendment to its Special Order by Consent No. S17-007 for its St. Pauls WWTP, a 500,0000 GPD wastewater treatment facility under the authority of discharge permit NC0020095, and for its St. Pauls Collection System under the authority of collection system permit WQCS00187. The St. Pauls WWTP discharges treated wastewater to Big Marsh Swamp in the Lumber River Basin.

The Environmental Management Commission proposes to issue the Order per Article 21 of Chapter 143, N.C. General Statutes, and other regulations effective January 1, 2020.

Compliance with this Order requires rehabilitation of the wastewater collection system and upgrades at pump stations. The Town of St. Pauls shall comply with the NPDES and collection system permit limits with the exception of the interim limitations identified in the Order. This Order will expire on May 30, 2021.

Comments on the proposed Order received no later than November 18, 2019 will be considered in the final determination.
