NOTIFICATION OF INTENT TO ISSUE A CONSENT ORDER 
Public notice of intent to issue a State Consent Order to the following: Town of Waynesville (PO Box 100, Waynesville, NC 28786) has requested Special Order by Consent No. S24-004 for the Town of Waynesville WWTP, a 6,000,000 GPD wastewater treatment facility under the authority of discharge permit NC0025321. The Waynesville WWTP facility discharges treated wastewater to the Pigeon River in the French Broad River Basin. 

The Environmental Management Commission proposes to issue the Order per Article 21 of Chapter 143, N.C. General Statutes, and other regulations effective November 15, 2025. 

Compliance with this Order will require the Town of Waynesville to complete construction to upgrade and improve the treatment system. The Town of Waynesville shall comply with the NPDES Permit Limits with the exception of the interim limits and monitoring identified in the Order. This Order will expire 90 days following written notice from the Town of completion of construction of Waynesville WWTP improvements.

Comments on the proposed Order received no later than 30 days after the publish date of this notice will be considered in the final determination.  A public meeting may be held if there is a significant degree of public interest.
