The North Carolina Department of Environmental Quality’s Division of Water Resources (DWR) will hold a public hearing on Sept. 25 in order to hear public comment on a proposed amendment to rules that define the scope of parameters that can be certified by the DWR Wastewater/Groundwater Laboratory Certification Branch (WW/GW LCB).

Public Hearing
When: 6 p.m., Sept. 25, 2025
Where: Ground Floor Hearing room in the Archdale Building, 512 N. Salisbury St., Raleigh, NC, 27603
Sign-in: Sign-in and speaker registration will begin at 5:45 p.m.

The N.C. Environmental Management Commission is proposing to amend the rule set out in 15A NCAC 02H .0804 to add total nitrogen and pharmaceutical pollutants to the list of parameters that the Wastewater/Groundwater Laboratory Certification Branch can certify.

The scope of parameter methods for which WW/GW LCB may offer certification is limited to parameters listed in 15A NCAC 02H .0804.

Amending the rule as proposed would enable commercial laboratories that provide analytical services to request certification for these two parameters. In addition, it will enable permittees to report certified data in compliance with existing regulatory requirements.

In addition to submitting verbal comments at the hearing, the public can also submit written comments.

Comments will be accepted on the amendment until Sept. 30. Comments sent by mail should be addressed to Laboratory Certification Branch Manager, 1623 Mail Service Center Raleigh, NC 27699-1623. Comments can also be submitted by email to DEQ.WR.CertificationRuleComments@deq.nc.gov.
