The N.C. Department of Environmental Quality’s Division of Marine Fisheries will hold a public hearing at 6 p.m. Thursday, Nov. 5, 2026, on a proposed water column lease in Pamlico County. The hearing will be held at the Patsy H. Sadler Room of the Pamlico County Courthouse, 202 Main St., Bayboro, N.C. 28515, and through Webex.
Adam T. Brinson has applied for a 1.66-acre shellfish water column lease in Bay River (No. 26-019WC).
Signs at the corners of the proposed lease area will identify the proposed shellfish water column lease and its number.
To comment through Webex, register by 4 p.m. Wednesday, Nov. 4, 2026, using the Pamlico County speaker registration form. In-person speakers must sign up at the hearing location between 5-6 p.m. Nov. 5. Registration to speak is not required to listen online.
The Webex link, telephone access instructions, presentation and biological investigation report will be posted as available on the Pamlico County hearing webpage.
The Division will also accept sworn written comments for up to 24 hours after the hearing concludes. Comments may be submitted by either method:
