Stormwater Outfall Collection

How to submit outfalls for your NPDES Stormwater Permit:

To implement eDMR for electronic reporting in the Stormwater Program, we must have discharge outfalls in accurate locations for each permit.  First you will find what waterbody segment your facility outfalls discharge into, and then you will fill out a form to submit the correct outfall information.  June 2020: Outfall collection is currently for NCG02 and NCG19 permit-holders.

Step 1: LOCATE the area of your facility on our Map Viewer.  You can type in an address or simply zoom into the area.

Step 2: Identify each RECEIVING WATERBODY and the associated INDEX NUMBER for the discharges from your site.
           You will need this information to complete outfall entries in the Collector Form below.  Click on the waterbody
           segments to see the classification and make note of the waterbody name and index number.  

Step 3: In the Outfall Collector Form below, ENTER information about each outfall associated with your NPDES Stormwater
           Permit.  Use this guidance:

           What outfalls does this include?  Which are excluded?
           Do not submit outfalls that are not covered by your NPDES Stormwater Permit (for example, outfalls from employee 
           parking lots that have NO industrial activity).  

           DO submit outfalls that are represented by other outfalls with Representative Outfall Status (ROS), even though 
           that means these outfalls are not currently sampled.  You should have a letter from DEQ that approved ROS if this
           applies to your site.

           DO submit outfalls that discharge stormwater with industrial activity, even if they require visual monitoring only (no
           analytical sampling).  While electronic reporting does not apply to visual monitoring, we do need outfall information.

Step 4: Want to check out the outfalls you entered after you are done?  Go back to our Map Viewer.  
            Use the layers button in the bar under the logo to "turn on" the layer of new outfalls ("Stormwater Outfall Collector"),
            and find the points you entered to review them.  One way to find your site is to search your permit COC number in 
            the search box, or simply zoom back into the area.
