Public Notice North Carolina Environmental Management Commission Division of Water Resources/Water Quality Permitting Section 1617 Mail Service Center Raleigh, NC 27699-1617 Notice of Intent to Reissue an NPDES General Wastewater Permit NCG520000 The North Carolina Environmental Management Commission proposes to reissue the following NPDES wastewater general permit: NPDES General Permit No. NCG520000 for the discharge of ancillary water associated with in-stream sand dredging/dragline operations, stormwater outfalls associated with in-stream sand mining, and in-stream sand dredging/dragline operations where the permittee has obtained written authorization from the property owner to conduct permitted sand dredging activities. Written comments regarding the proposed general permit will be accepted until 30 days after the publish date of this notice. The Director of the NC Division of Water Resources (DWR) may hold a public hearing should there be a significant degree of public interest. Written comments regarding the proposed permit will be accepted until 30 days after the publish date of this notice. Franklin County Public Utilities [1630 US 1, Youngsville, NC 27596] has applied for renewal of NPDES permit NC0002852 for the Franklinton WTP in Franklin County. This permitted facility discharges wastewater from conventional water treatment activities into Taylors Creek in the Tar-Pamlico River Basin. Currently, Total Residual Chlorine and Total Copper are water quality limited. This discharge may affect future waste load allocations in this portion of the receiving stream.
