Notice of Federal Consistency Review of Coastal Virginia Offshore Wind Commercial Project Construction and Operations Plan (COP)

The North Carolina Department of Environmental Quality, Division of Coastal Management (DCM) hereby gives notice that public review and comment is invited on a proposed federal action.

The State’s review of a Coastal Virginia Offshore Wind Commercial Project Consistency Determination (CD) will determine whether the Virginia Electric and Power Company/Dominion Energy Virginia proposal to construct and operate the Coastal Virginia Offshore Wind Project is consistent to the maximum extent practicable with the enforceable policies of North Carolina’s Coastal Management Program.

The project is located in the OCS of Virginia (Lease No. OCS-A-0483). The lease area covers approximately 112,799 acres and is approximately 23.75 nautical miles off the Virginia Beach coastline. No project components are proposed in North Carolina or in North Carolina waters; however, the project is located approximately 24.64 nautical miles from the North Carolina shore.

DCM is evaluating whether the proposed federal action is consistent with the enforceable policies of the State’s Coastal Area Management Act and rules of the NC Coastal Resources Commission. To assist in this evaluation, DCM is inviting the public to offer comments on the proposed federal action.
