I. Public Notice and Notice of Public Hearings on July 18, 2017 and July 20, 2017 for Atlantic Coast Pipeline, LLC – Atlantic Coast Pipeline Water Quality Certification; DWR #2014-0957 Version 2

PUBLIC NOTICE is hereby given that on May 8, 2017, Atlantic Coast Pipeline, LLC (707 E Main Street, 19th Floor, Richmond, VA 23219) applied to the N.C. Division of Water Resources (DWR) for a 401 Water Quality Certification and Buffer Authorization, pursuant to Section 401 of the Federal Clean Water Act and Title 15A NCAC 02H .0500, 02B .0233 and 02B .0259. The activity for which this certification is sought is to permanently impact 766 linear feet of jurisdictional streams and 0.80 acres of 404 jurisdictional wetlands, and temporarily impact 35,951 linear feet of jurisdictional streams and 454 acres of 404 jurisdictional wetlands, to construct one compressor station and install approximately 186 miles of 36-inch transmission pipeline and appurtenances in Northampton, Halifax, Nash, Wilson, Johnston, Sampson, Cumberland and Robeson Counties. DWR must take final action on the application prior to Sept. 18, 2017.

The public is hereby notified that DWR will hold two public hearings. One will be held 6-9 p.m. on Tuesday, July 18, 2017 at the Fayetteville Technical Community College Cumberland Hall Auditorium at 2201 Hull Rd., Fayetteville, NC. The second public hearing will be held 6-9 p.m. on Thursday, July 20, 2017 at the Nash Community College Brown Auditorium at 522 N. Old Carriage Road, Rocky Mount, NC. At both hearings speaker registration and sign-in will begin at 5 p.m. The purpose of these public hearings is to allow interested persons to submit oral and/or written comments regarding the 401 Water Quality Certification application submitted to DWR.

The public is invited to comment in writing on the application described above, as well as speak at the hearing. Written comments may be submitted before or after the hearing, provided they are received by DWR no later than 5 p.m. on August 19, 2017. Mail written comments to: 401 Permitting, 1617 Mail Service Center, Raleigh, NC, 27699-1617. Written comments may also be submitted via email to: PublicComments@ncdenr.gov (include “ACP” in the email’s subject line).
