Western NC Recovery Grants Program

Communities across Western North Carolina continue to face ongoing recovery challenges following Hurricane Helene. The Western NC Recovery Grants Program, led by DEQ, helps communities find and secure funding to support recovery, rebuilding, and long-term resilience.

We provide free, hands-on grant development support, with a focus on small and rural communities. Our goal is to help turn your recovery priorities into clear, fundable projects.

Communities We Serve

Our program serves communities located within the 29 counties designated for FEMA Public Assistance following Hurricane Helene. This ensures support is focused on areas most impacted by the storm.

Services We Offer

We work with you to build strong, competitive grant proposals from start to finish:

 Funding Navigation 

We help you find federal, state, and philanthropic funding opportunities that fit your project. We also guide you on eligibility, timing, and how to make your application more competitive. 

Grant Preparation

We help you create strong, complete applications. This includes writing and improving proposal content, integrating data, aligning budgets, and reviewing materials before submission. 

Project Structuring

We help you clearly define your project, including its scope, goals, budget, and timeline, so it meets funding requirements.

Pre-Award Support

We help you prepare for project delivery before funding is awarded. This includes guidance on compliance, reporting, procurement, and project management. 

Who We Work With 

Local governments: Towns, cities, counties, and regional entities within the 29 eligible counties

Regional entities and partners: organizations such as Soil and Water Conservation Districts, Councils of Government/Planning and Development Commissions, and economic development organizations working in partnership with local governments

Nonprofits: Organizations actively partnering with a local government

Other organizations: Entities without 501(c)(3) or government status may be eligible with an established fiscal sponsor (minimum two-year relationship)

Important Considerations

  • Local governments under active Local Government Commission management are typically not eligible for most state and federal funding during that period 
  • Construction or infrastructure projects generally require demonstrated site control or ownership
