Stormwater Public Notices

The Division of Energy, Mineral, and Land Resources (DEMLR) invites public comment on, or objections to, the following NPDES Stormwater Individual Permit to be issued. Persons wishing to comment on or object to the draft permit may submit comments to Brianna Young (Attn: DEMLR Stormwater Program) during the public comment period. Written comments may be submitted to the address at end of this message.

All comments received through April 17, 2026, will be considered in the final determinations regarding permit issuance and permit provisions. Public comments may result in changes to the proposed permitting actions.

The following facility has applied for an NPDES permit renewal to discharge stormwater from their location:

• SGL Carbon, LLC [307 Jamestown Road, Morganton, NC 28655] has requested renewal of permit NCS000009 for the SGL Carbon, LLC facility [307 Jamestown Road, Morganton, NC] in Burke County. This facility discharges stormwater to an unnamed tributary to Silver Creek in the Catawba River Basin.

All comments should reference permit number NCS000009.

This facility discharges stormwater to an unnamed tributary to Parker Creek in the Tar-Pamlico River Basin.
