Public Notice of Draft Renewal Permit

The Division of Energy, Mineral, and Land Resources (DEMLR) invites public comment on, or objections to, draft permits to be revised and re-issued. Persons wishing to comment on or object to the draft permit may submit comments to the contact person listed below during the public comment period. Current draft permits are listed below by permit type.

The Division of Energy, Mineral, and Land Resources (DEMLR) invites public comment on, or objections to, the following NPDES Stormwater Individual Permit to be issued. Persons wishing to comment on or object to the draft permit may submit comments to Brianna Young (Attn: DEMLR Stormwater Program) during the public comment period. Written comments may be submitted to the address at end of this message.

All comments received through September 29, 2025, will be considered in the final determinations regarding permit issuance and permit provisions. Public comments may result in changes to the proposed permitting actions.

The following facility has applied for an NPDES permit renewal to discharge stormwater from their location:

  • Bridgestone – Bandag, LLC [505 W Industry Drive, Oxford, NC 27565] has requested renewal of permit NCS000281 for the Bandag – Oxford Plant [505 W Industry Drive, Oxford, NC] in Granville County. This facility discharges stormwater to Fishing Creek in the Tar-Pamlico River Basin.

All comments should reference permit number NCS000281.

  • Magnera Corporation [100 Buckeye Drive, Mt. Holly, NC 28120] has requested renewal of permit NCS000514 for the Magnera facility [100 Buckeye Drive, Mt. Holly, NC] in Gaston County. This facility discharges stormwater to an unnamed tributary to South Stanley Creek in the Catawba River Basin.

All comments should reference permit number NCS000514.

This facility discharges stormwater to an unnamed tributary to Crowders Creek in the Catawba River Basin.

  • Metallix Refining, Inc. [251 Industrial Blvd, Greenville, NC 27834] has requested renewal of permit NCS000583 for Metallix Refining, Inc. [251 Industrial Blvd, Greenville, NC] in Pitt County. This facility discharges stormwater to unnamed tributary to Parker Creek in the Tar-Pamlico River Basin.

All comments should reference permit number NCS000583.

  • Divert, Inc. [23 Bradford Street, Concord, MA 01742] has requested new coverage under permit NCS000619 for Divert Recovery Facility, Winston-Salem in Forsyth County. This facility intends to discharge to an unnamed tributary to Salem Creek in the Yadkin Pee-Dee River Basin.

All comments should reference permit number NCS000619.

  • Braven Environmental, LLC [517 N Industrial Drive, Zebulon, NC 27597] has requested new coverage under permit NCS000616 for the Braven Environmental, LLC facility in Wake County. This facility intends to discharge to an unnamed tributary to Little Creek (West Side) in the Neuse River Basin.

All comments should reference permit number NCS000616.

(May 2025) The Division of Energy, Mineral, and Land Resources (DEMLR) invites public comment on, or objections to, the following NPDES MS4 Stormwater Individual Permits and Stormwater Management Plans, available at this link. Persons wishing to comment on or object to the draft permit may submit comments to Isaiah Reed (Attn: DEMLR Stormwater Program) during the public comment period. Written comments may be submitted to the address below. 

The comment period for the Notice beginning on May 26 and ending June 25, 2025 includes the following permittees:

The comment period for the Notice beginning on May 30 and ending June 29, 2025 includes the following permittees:

The public comment period begins at 9:00 am on 5/15/2025 and ends at 5:00 pm on 6/16/2025.  Persons wishing to comment on or object may submit written comments to the address below during the public comment period. All comments received during the public comment period will be considered in the final determinations regarding permit issuance. Public comments may result in changes to the proposed permitting actions. All comments should reference the specific permit numbers listed below.
