New Septage Management Firm Operator


Septage Management Firms in North Carolina need a permit from the Division of Waste Management prior to beginning operation. "Septage management firm" means a person engaged in the business of pumping, transporting, storing, treating or disposing septage.
 

The permitting requirements apply to the following:

  • Pumpers, including those involved in: 
    • Placing chemical or portable toilet
    • Portable restroom trailers
    • Managing septage generated from properties that they own, lease, or manage as part of a business, such as mobile homes, mobile home parks, restaurants, and other residential and commercial property
    • Removing septage, and other waste materials or spent media from wastewater systems permitted by the Department of Health and Human Service
    • Pumping or handling septage from domestic septic tank
    • Pumping or handling grease septage which is material pumped from grease interceptors, separators, traps, etc.
  • Septage Detention and Treatment Facilities (SDTF)
  • Septage Land Application Sites (SLAS)

Permit Application and Payment

The NCS Number will be assigned once the application and permit fee have been received. 
       ·     New Firm Application

Payment needs to be made to the "N.C. Division of Waste Management"

The permit fees are:
      · $845 - Operating one pump vehicle
      · $1,003 - Operating two pump vehicles
      · $1,584 - Operating three or more pump vehicles
      · $500 - Non-Pumper

New Firms will need to submit a completed application and the appropriate permit fees. These can be emailed to tiffany.oakley@deq.nc.gov or mailed to:

Disposal Authorizations

WWTP Disposal Authorization Form
This form is used for authorization to discharge septage to a wastewater treatment plant (WWTP).

SDTF Disposal Authorization Form
This form is used for authorization to discharge septage at a septage detention or treatment facility (SDTF) permitted to someone other than yourself.

SLAS Disposal Authorization Form
This form is used for authorization to discharge septage at a septage land application site (SLAS) permitted to someone other than yourself.

Vehicle Inspections

Truck(s) will need the lettering on both sides of the truck(s); the lettering height must be at least three inches on ALL letters / numbers:
       ·  the firm name as it appears on the firm application
       ·  telephone number
       ·  town / city (location of where you are operating from)
       ·  NCS permit number

Once the truck is properly lettered, you must contact the regional inspector for your area to set up a truck inspection.
