The N.C. Department of Environmental Quality’s Solid Waste Section issued Solid Waste Permit No. 2601-MSWLF-1997 that approves a lateral expansion of the Cumberland County Municipal Solid Waste (MSW) Landfill, Phase V, located at 698 Ann Street, Fayetteville, NC, in Cumberland County. The Phase V expansion adds approximately 38.6 acres of disposal area. The permitted volume of disposal will increase by approximately 4.7 million cubic yards and extend the life of the landfill by approximately 22 years. The permit amendment does not change the landfill property boundary, waste streams, daily tonnage limits, or the service area.
A draft permit, public notice, factsheet, permit application and facility record was made available for public review and comment. The 45-day public comment on the draft permit period began on April 10, 2026, and ended at 5 p.m. on May 25, 2026. A public hearing was not scheduled. No comments were received during the 45-day period and no hearing requested. The Section determined that the application for new permit complies with the requirements of the North Carolina Solid Waste Management Rules as codified at 15A NCAC 13B Section .1600, and that the application did not meet any of the reasons for denial found in the Solid Waste Management Statutes [NCGS 130A-294(h)]. The final permit was issued with no changes to the permit conditions contained in the draft.

DWM Solid Waste Section Community Engagement Workshop - Being updated.
The Solid Waste Section and DEQ's Public Engagement Program, in partnership with NC SWANA, held a workshop on June 28, 2022. The workshop included the history and background of engagement in North Carolina as well as a panel discussion. Primarily, the workshop was geared toward environmental consultants who gather data, prepare reports, and craft outreach efforts. The training can be viewed at the link above.
