Public Notice of Draft Renewal Permit

The Division of Energy, Mineral, and Land Resources (DEMLR) invites public comment on, or objections to, draft permits to be revised and re-issued. Persons wishing to comment on or object to the draft permit may submit comments to the contact person listed below during the public comment period. Current draft permits are listed below by permit type.

PUBLIC NOTICE

N.C. DEPARTMENT OF ENVIRONMENTAL QUALITY INTENT TO ISSUE NPDES

STORMWATER DISCHARGE PERMIT #NCS000613

Public comment or objection to the draft permit is invited. All comments received by 5:00pm on March 22, 2024, will be considered in the final determination regarding permit issuance and permit provisions.

PERMIT APPLICATION

International Tie Disposal, LLC has applied for new stormwater permit coverage (NCS000613). The facility is located at 174 Marks Creek Church Road, Hamlet, NC in Richmond County and intends to discharge stormwater to an unnamed tributary to Mill Creek in the Lumber River Basin. A copy of the draft stormwater permit is available upon request by contacting Brianna Young of the Division of Energy, Mineral, and Land Resources at 919-707-3647, or by e-mail at: Brianna.Young@deq.nc.gov. A copy of the draft stormwater permit is available online at https://www.deq.nc.gov/stormwaternotices. Printed copies of the draft permit and related documents may be reviewed at the Department’s Fayetteville Regional Office. To make an appointment to review the documents, please call 910-433-3300.

PUBLIC HEARING

The N.C. Department of Environmental Quality will hold a public hearing to accept comments on the aforementioned draft permit at 6:00pm on Monday, March 18, 2024, at the Richmond Community College - Cole Auditorium, 1042 W Hamlet Ave, Hamlet, NC 28345. Onsite speaker registration begins at 5:30 pm.
